§ Mr. Arthur Lewisasked the Secretary of State for the Home Department whether he will make a statement on the continual breaking of the law for the past 18 months by a person details of whom have been supplied to him by the hon. Member for Newham, North-West on 6th August 1977; why, when the law was eventually being operated, action was taken to evade the law; and under whose instruction this action was taken.
§ Mr. Merlyn Rees:No, since this is a matter for the Chief Constable of Norfolk and I have nothing to add to the letter I sent to my hon. Friend on 27th September in which I said that the Chief Constable had told me that no parking offence had been committed in this case because permission had always been given by a police officer in uniform for the car to wait for the person concerned.
As regards the second part of the Question, the Chief Constable considers that in these circumstances the removal of a fixed penalty notice from the windscreen of the car by one of his officers was entirely justified.
