§ 38. Mr. Hal Millerasked the Secretary of State for Employment what instructions have been given to his local and regional offices about the application of those parts of the Employment Protection Act which came into force on 1st February.
§ Mr. Harold WalkerAll local and regional offices of the Department of Employment and the Employment Service Agency are informed, when a commencement order is made, about the provisions of the Employment Protection Act which the order brings into operation. When the commencement order relating to the provisions coming into operation on 1st February was made all the offices were issued with instructions about dealing with inquiries. Unemployment benefit offices and regional offices of the Department of Employment were also issued with instructions about the implications of certain of the provisions on title to unemployment benefit, which is decided by independent adjudicating authorities. The instructions covered the effect of social security regulations which provide that a
170W day for which a guarantee is payable is not a day of unemployment and the easement of the trade dispute disqualification by removing the "financing" and "grade or class" provisions.
