asked the Secretary of State for Social Services to what extent Circular 37/68 on staffing in day nurseries has been implemented by local authorities.

Circular 37/68 recommended that staffing levels in a day nursery should have regard to the hours for which care is provided, the number and age groups of the children catered for and the qualifications of the staff employed. What is important is the quality of care provided for the children, and local authorities use the recommendation of Circular 37/68 as a basis for assessing staffing needs.
