§ Mr. Wigleyasked the Secretary of State for Wales (1) what is his estimate of the value of the potential loss to Wales in the resources element of the rate support grant if the basis of rate assessment in Wales is changed from rental to capital valuation;
(2) if he will give an assurance that the Government will not change the basis of rate assessment in Wales from rental to capital valuation without introducing a compensatory rate relief grant to ensure that Welsh local authorities do not suffer as a result of any change.
