asked the Secretary of State for the Environment whether he intends to make further changes in the basis for deciding the rate support grant for 1978–79.

Discussions on the RSG settlement for 1978–79 are being held with the local authority associations. Proposals will be made in the autumn and debated by this House when my right hon. Friend presents the RSG order for approval.
