asked the Secretary of State for the Environment if he will consider approving a substantial increase in the expenditure allowed for environmental betterment in housing improvement areas.

Within the total capital resources made available to local authorities it is a matter for them to decide on the level of expenditure for such environmental improvements. I have no immediate proposals for increasing the limits on the Government contribution to such expenditure.
