Mr. Hugh Jenkins

asked the Secretary of State for the Home Department whether he will refuse licences for experiments on animals in cases of applications from cosmetic firms, in view of the evidence supplied to him by the hon. Member for Putney showing that some firms manage production without such experiments.

The Cruelty to Animals Act 1876 provides for licences to be issued to persons thought by the Secretary of State to be qualified to perform experiments under the Act. It does not empower my right hon. Friend to refuse licences on the basis suggested by the hon. Member.
