Mr. Rooker

asked the Secretary of State for Trade if he will make a statement on the response by British firms with affiliated companies in South Africa to the Government's request in Command Paper No. 5845 to publish information on the wages and conditions of African employees.

9. Mr. Dell

Yes. The firms concerned have now had a year in which to reflect and act upon the modified request for disclosure of information on their practice in this field set out in my predecessor's Written Reply on 12th December 1975. A progress report to the House is therefore timely.

Of the 320 companies which have or may have South African interests the position of 41 has still to be clarified; and 95 employ under 20 Africans. Of the remaining 184, 160 have published information or are making it available to inquirers or have declared their intention of publishing in their next annual report; 18 have published some information more limited than that sought by the White Paper; and only six have declined to publish.

The information now available on wages and conditions therefore covers the overwhelming majority of Africans employed by British subsidiaries in South Africa. Details of the response as at 11th February are given below.

The response shows considerable variation in the amount of information published. The reports give reasonable coverage to African wages, but less to the information sought on conditions of employment generally. Given the importance of the latter, I hope to see fuller coverage in subsequent reports.

A minority of firms have declined for various reasons to co-operate fully, or in some cases at all, on disclosure. Several firms have said that refusal to publish does not imply their unwillingness to implement the code of practice. However, they are not giving Parliament and the concerned public the opportunity of judging for themselves whether improvements are being made in the treatment of African labour. I hope that these firms will reconsider their position.
