Mr. Ridley

asked the Secretary of State for Employment (1) if he will publish a table for full-time manual men showing the percentage increases in hourly earnings, including overtime pay and overtime hours, between successive Aprils in 1973, 1974, 1975 and 1976 and over the full period of 1973 to 1976 in (a) all industries and services, (b) all manufacturing industries, (c) all index of production industries, (d) construction, (e) gas, electricity and water, (f) transport and communication, (g) educational services, (h) medical and dental services, (i) national Government services and(j) local government services;

(2) if he will publish a table for full-time manual women showing the percentage increases in hourly earnings, including overtime pay and overtime hours, between successive Aprils in 1973, 1974, 1975 and 1976 and over the full period 1973 to 1976 in (a) all industries and services, (b) all manufacturing industries, (c) all index of production industries, (d) construction, (e) gas, electricity and water, (f) transport and communication, (g) educational services, (h) medical and dental services, (i) national Government services and (j) local government services;

(3) if he will publish a table for full-time non-manual men showing the percentage increases in hourly earnings, including overtime pay and overtime hours, between successive Aprils in 1973, 1974, 1975 and 1976 and over the full period 1973 to 1976 in (a) all industries and services, (b) all manufacturing industries, (c) all index of production industries, (d) construction, (e) gas, electricity and water, (f) transport and communication, (g) educational services, (h) medical and dental services, (i) national Government services and (j) local government services;

Notes:

1. The figures are derived from New Earnings Survey estimates of average hourly earnings of all full-time employees in the specified groups whose pay for the respective survey reference period was not affected by absence (described as estimates based on complete samples). Estimates based on matched samples (that is, persons included in successive surveys) have been published in Tables 58 to 61 in the 1974,1975 and 1976 survey results.

2. The figures include the effect of pay supplements, and incentive and other additional payments, but not the value of benefits in kind or changes in other conditions of service.

3. They are based on estimates relating to men aged 21 and over and women aged 18 and over in April 1973, April 1974, 1st January 1975 and 1st January 1976. The small change in age coverage between the 1974 and 1975 surveys has been ignored.

The changes are given in the following table.

4. As a result of the abolition of national insurance cards the coverage of the survey changed between 1974 and 1975 but this probably did not significantly affect the coverage of full-time adults.
5. Local authority and National Health Service employees were under-represented in the 1974 survey and this affects the 1973–74 and 1974–75 changes for these groups and the overall changes for all industries.
6. In some years for some groups the change in earnings reflects either two or no wage settlements rather than one settlement.
7. All the figures are subject to sampling errors; brackets indicate that the sampling errors are high.
8. For some groups, survey estimates of average hourly earnings were not published and so changes are not given.
