HC Deb 16 December 1977 vol 941 cc545-6W
Mr. Arthur Lewis

asked the Chancellor of the Exchequer to what extent the Government's 10 per cent. guideline is enforced on payments in kind such as the supply of a car, driver and all maintenance expenses free of tax where, because of the high incomes of the users of these cars, it can be worth as much as £5,000 per annum gross; and, as this is in excess of the 10 per cent. guideline, what action he proposes to take to stop this form of payment above the guideline.

Mr. Robert Sheldon

If new benefits in kind are introduced in the current pay round their value must count against the Government's pay guidelines. Where the effect is to exceed the 10 per cent. guideline any such introduction is treated as a breach of the policy.
