§ Mr. Corbettasked the Secretary of State for Transport on what assumptions of personal physical capability the fixed green period and the flashing period are decided for the operation of pelican crossings; what account is taken of age and mobility differences between pedestrians; and what tolerance is allowed for the elderly and disabled.
§ Mr. HoramThe assumption is that crossings can be made at a walking speed of 1–2 metres per second or better. This has been found to be within the average capability of the over-65 age group. The fixed green and subsequent flashing green periods are timed to allow safe crossings to be made at this speed even allowing for an initial delay in starting.
