Mr. Corbett

asked the Secretary of State for Transport on what assumptions of personal physical capability the fixed green period and the flashing period are decided for the operation of pelican crossings; what account is taken of age and mobility differences between pedestrians; and what tolerance is allowed for the elderly and disabled.

Mr. Horam

The assumption is that crossings can be made at a walking speed of 1–2 metres per second or better. This has been found to be within the average capability of the over-65 age group. The fixed green and subsequent flashing green periods are timed to allow safe crossings to be made at this speed even allowing for an initial delay in starting.
