asked Her Majesty's Government:

What action has been taken to implement the recommendations contained in the Report of the Prime Minister's Committee on Local Government Rules of Conduct (Chairman Lord Redcliffe-Maud) which was published in 1974 (Cmnd. 5636).

Circular 106/74 drew attention to those recommendations which could be implemented by local authorities straight away. Following consultation with local authority associations, an agreed version of the Committee's draft National Code of Local Government Conduct was issued as Circular 94/75. Consideration of those recommendations involving a change in the law was deferred when the Government gave an assurance that no decisions would be taken while these were under review by the Royal Commission on Standards of Conduct in Public Life. Now that the Commission has reported both sets of recommendations are being studied and a Statement will be made in due course.
