§ Mr. Reidasked the Secretary of State for Scotland what representations he has received from the Central Regional Council regarding the levels of rate support grant; and what reply he has sent.
§ Mr. MillanThe Regional Council has represented that the distribution formula for rate support grant has operated to the disadvantage of the Central Region. I have made clear my view that any proposals for altering the arrangements for the distribution of grant should be made through the Convention of Scottish Local Authorities, since any 159W change would be a matter of concern to all local authorities.
