Mr. Henderson

asked the Secretary of State for Scotland if he will publish in the Official Report his definition of oil-related expenditure to qualify for special assistance to local authorities; and if he will list the criteria used in deciding on applications.

I would refer the hon. Member to the circular which was issued on 22nd July 1976 to all local authorities in Scotland and a copy of which has now been sent to him. I am also arranging for copies of this circular to be placed in the House of Commons Library.
