asked Her Majesty's Government:

To what extent the Scottish and Welsh Assemblies (as proposed in the White Paper) will be bodies whose activities in interpreting and enforcing the provisions of the directives and regulations of the EEC will be accountable to the EEC's Court of Justice in Luxembourg.

Lord SHEPHERD

: Cmnd. 6348 indicated that the Government would remain responsible for all international relations. including those concerned with United Kingdom membership of the Eurpoean Community, and would ensure that action in the devolved areas conformed with the Government's obligations.
