§ Mr. Sillarsasked the Lord President of the Council if, since the publication of the last White Paper on devolution, the Government have reconsidered Scotland's position vis-à-vis direct representation in EEC institutions; and if he will make a statement.
§ Mr. FootNo. Direct representation in EEC institutions is a matter for national Governments. Her Majesty's Government intend close consultation with the devolved administrations on EEC matters affecting them.
