asked the Secretary of State for the Environment what would be the total annual interest charges arising from the road investment programme undertaken between 1950 and 1976 if the same criteria were applied as for investment by British Railways.

I would refer my hon. Friend to Paper 5 in Volume 2 of the Consultation Document on Transport Policy, which explains that over the years tax paid by road users has exceeded current and capital expenditure on roads by a large margin and that it would be unrealistic to visualise any significant amount of loan charges arising.
