§ Mr. Wigleyasked the Secretary of State for Wales if he will issue a circular to local authorities and public utility authorities in Wales drawing their attention to the desirability or requirement for such authorities, when refuting responsibility in the case of a claim for compensation, to give reasons for their disclaimer, and to draw the attention of the claimant to the person or body where responsibility is deemed to lie.
§ Mr. Barry JonesI am not aware of any general problems in this field and there are no plans to issue a circular.
