§ Mr. Norman Lamontasked the Chancellor of the Exchequer whether, when Government Departments and local authorities approach the Treasury for permission to initiate any capital project, they provide the Treasury with projections of the manpower which will be absorbed by that project over the first few years of its life; and, if they do not, whether he will ask them to do so.
§ Mr. Joel BarnettThe Treasury does not see details of all capital projects undertaken by Government Departments. If relevant it would ask the numbers to be employed in the completion of the projects Civil Service manpower is the responsibility of the Civil Service Department and Government control of local authority capital projects is a matter for the Departments responsible for individual services.
