§ Mr. MarksDisclosures of information from the vehicle register is governed by Regulation 15 of the Road Vehicles (Registration and Licensing) Regulations 1971. A local authority may, for any purpose connected with the investigation of an offence, be given such particulars from the register as may be requested; so may a chief officer of police or any person acting on his behalf; and any person who can show to the satisfaction of the Secretary of State that he has reasonable cause for his request may, on payment of the prescribed fee, be given the name and address of the registered keeper of a vehicle together with a copy of the particulars shown in the last vehicle excise licence issued in respect of that vehicle.
