§ Mr. Luceasked the Secretary of State for the Environment when he proposes to bring in an order to activate Section 12(1) of the Control of Pollution Act 1974, which would give local authorities power to waive trade refuse charges.
§ Mr. Denis HowellSection 12(1) places a new duty on local authorities to collect commercial waste and I cannot implement it while present restrictions on public expenditure last. I have little evidence of local authorities wanting the consequential discretion under Section 12(4) to waive charges for this service.
