§ Mr. OakesIn our Statement of Conclusions on the Sandford Report we confirmed that, in the National Parks, environmental quality should be the primary criterion in the management of traffic, subject always to the need for road safety, and that it would be right for management policies and proposals to be prepared jointly by the local highway authority and the national park authority.
