asked the Secretary of State for Social Services why applications from disabled passengers for exemption from vehicle excise duty under section 7 of the Finance Act 1971 are being delayed by her Department's artificial limb and appliance centres; and if she will make a statement.

Applicants have to establish that they are sufficiently disabled to be elegible for an invalid tricycle but too disabled to drive one. The introduction of the mobility allowance scheme for disabled passengers and disabled drivers, involving new rules about eligibility for an invalid tricycle, has made it necessary to review the existing arrangements. This review will be completed as quickly as possible and I will let the hon. Member know the outcome.
