§ Dr. OwenAs an appeal to my right hon. Friend is outstanding in this case, I cannot comment on the proceedings at this stage, or on the individual case. I share, however, my hon. Friend's concern about some of the purely procedural problems which have occurred in this case and as these raise issues of a wider application, I intend to refer them to the Council on Tribunals.
