§ Dr. OwenBoth health and local authorities have responsibilities for the care and treatment of mentally ill and mentally handicapped people discharged from hospital. Advice on the development of these services was included in the White Papers "Better Services for the Mentally Handicapped" (Cmnd 4683) and "Better Services for the Mentally Ill" (Cmnd 6233).
