Mr. Hoyle

asked the Secretary of State for Social Services (1) if she will consider publishing the Trethowan Report prior to a decision to implement its recommendations;

(2) if she will make copies of the Trethowan Report available to the Whitley Council PTA/A Committee, as a framework for consultation and negotiations within the committee;

(3) if she will implement the recommendations of the Trethowan Report which do not have resource implications.
