asked the Secretary of State for Scotland (1) whether he intends to implement any of the findings of the Dobry Report; and whether he will give an indication of the extent to which this report is applicable to the Scottish situation;

(2) whether he intends to issue advice similar to that contained in the Department of the Environment Circular 9/76; and what specifically Scottish consultations he has had on these development control matters.

The Dobry Report reviewed the development control system in England and Wales. Development control in Scotland is currently being considered as part of a wide-ranging review of planning procedures undertaken by my Department, in consultation with the Convention of Scottish Local Authorities. Later this year the consultations will be broadened to include other interests. The outcome of the review will determine the nature of advice on development control to be given to Scottish planning authorities, to supplement the general advice which I have already issued on the operation of the new planning system.
