asked the Secretary of State for Trade when he expects to designate Birmingham and Manchester airports as major international airports.

Mr. Clinton Davis

The Government's policy towards Birmingham and Manchester airports will be determined in the light of consultations with local authorities and others which will follow publication of the consultation document on regional airports.

Mr. Hatton

asked the Secretary of State for Trade when he expects to publish the consultation paper on regional airports; and with whom he intends to hold discussions regarding the recommendation of the Civil Aviation Authority to develop Manchester airport as a major international airport.

Mr. Clinton Davis

My right hon. Friend hopes to publish the regional airports consultation document shortly after Easter. It will take into account advice from the Civil Aviation Authority on future airport development and will serve as a basis for consultations with all interested organisations, including local authorities, amenity groups, and representatives of both sides of industry.
