Mr. Ronald Atkins

asked the Secretary of State for the Environment over what period of years the Government's medium-term objectives will be realised (5.5 Consultation Document) of changing tax to reflect fully the road transport operator's wear and tear of the roads; and whether financial assistance to competing rail services will be continued to the end of that period.

asked the Secretary of State for the Environment how he calculated in the consultation document that goods vehicles over 3.5 tons gross vehicle weight contributed only about 8 per cent. of their road provision and maintenance costs.

The basis of the calculation is given in Paper 6 of Volume 2 of the Consultation Document. I am sending my hon. Friend additional details of the figures. The category of vehicles referred to cover 80 per cent. of their attributable track costs.
