asked the Chancellor of the Exchequer on what basis the district valuer in Birmingham issued a certificate enabling the Severn-Trent Water Autho- 186W rity to claim a Ministry of Agriculture grant for purchasing land belonging to the chairman of the Severn-Trent Water Authority; and what were the reasons for using such a basis.

The basis of the certificate was that the price was not in excess of that properly payable under the Land Compensation Act 1961. This is because although the purchase was by agreement, compulsory powers were in the background.
