§ Mr. Gerry FowlerMy Department consulted the local authority associations before the issue of Circular 14/75 recommending fee levels in 1976–77, and we also took into account the advice of the University Grants Committee and the views of the Committee of Vice-Chancellors and Principals. We did not consult the Commonwealth Secretary-General.
