asked the Secretary of State for Foreign and Commonwealth Affairs when he next expects to raise with the EEC the need to consider basic changes in the common fisheries policy, especially in relation to rights of access to inshore grounds.

I have been asked to reply.

My right hon. Friend has already gained the agreement of his colleagues in the EEC Council of Ministers to a reappraisal of the common fisheries policy in the light of likely changes in international law. The Commission is expected to produce proposals very shortly, which will serve as the basis for further discussions in the Community.
