Mr. Wigley

asked the Secretary of State for Wales if he will seek means of ensuring in the future that capital construction programmes, such as school building, are authorised on a gradual and ongoing basis, rather than as large programmes released en bloc, so as to provide a balanced work load for local construction companies and avoid the use of contractors from outside the area as far as is possible.

I refer the hon. Member to the reply I gave him on 24th November—[Vol. 901, c.78.]—about public works in general. In all types of contract opportunities may well arise for participation of local firms. The placing of contracts for school buildings is a matter for the local education authority concerned.
