asked the Secretary of State for Wales what is his policy on the exercise of ministerial direction or control of local services; and what circumstances lead him to issue circulars to local authorities.

The powers of local authorities in respect of the services which they administer, and the related responsibilities which I may have to exercise, depend upon the terms of the relevant legislation. Circulars vary greatly in content and importance, and the circumstances in which their issue may be required vary accordingly.
