§ 44. Mr. Stokes
asked the Lord President of the Council if he will make it his policy that before any laws are passed constituting separate Assemblies or Parliaments for Scotland or Wales a referendum should be held on this subject throughout the United Kingdom.
§ 45. Mr. William Hamilton
asked the Lord President of the Council if he will now propose a referendum in Scotland on the desire of the Scottish people for complete separation from the rest of the United Kingdom and a simultaneous referendum in England on the desire of the English for complete separation from Scotland.
