asked the Secretary of State for the Home Department whether he will take steps to increase the maximum age for attendance centres to 21 years.

The law has provided for this since 1948 and there are two centres for offenders aged 17–20 years. The Advisory Council on the Penal System has recommended that they should be discontinued, their place being taken by other methods of treatment including community service where appropriate.
