asked the Secretary of State for Trade whether the £1,550,000 levied by Camden Borough Council on the Civil Aviation Authority under Section 16 of the Local Government Act 1974, being a surchage on the authority for failure to occupy Space House, Kingsway, of which it is the tenant, will be added to the authority's accumulated deficits reimbursed by Treasury grant or recouped
