asked the Secretary of State for the Environment when it is intended that local authorities should be given the new power to make charges in connection with the submission of building control applications.

The introduction of fees is one of many related matters we are considering under the powers in Part III of the Health and Safety at Work etc Act 1974 which enable us to make far-reaching changes in the scope and system of building control.
