§ Dr. GilbertVehicle records are being centralised at Swansea but not the issue of licences. Anyone wishing to licence a vehicle the record of which is on the computer may do so at any of 81 local vehicle licensing offices or, for straightfor- 623W ward renewals, at post offices that issue licences, as well as by post at Swansea. Any comparison between the costs of the old and new systems would have to be based on a whole range of necessarily arbitrary assumptions.
