asked Her Majesty's Government:

Whether, in view of the decision in Price v. Cromack, 1975, that a person storing industrial effluent on his land may not be responsible under the Rivers (Prevention of Pollution) Acts for its escape, they will now bring into force Section 3 of the Control of Pollution Act 1974, which would require a prior licence to use land for such a purpose.

The timetable for the implementation of the Control of Pollution Act has had to be reviewed in the light of constraints on local authority expenditure. I hope that it will be possible to announce decisions shortly.
