Mr. Newens

asked the Secretary of State for Foreign and Commonwealth Affairs how many individuals attached to the US Embassy have been accorded diplomatic privileges although they are not US State Department Foreign Service officers; and what is their function in Great Britain.

Mr. Hattersley

The United States Government are entitled, subject to the provisions of the Vienna Convention on Diplomatic Relations 1961, to "freely appoint" the members of the staff of its embassy in London without notifying Her Majesty's Government of their precise functions or whether they are members of the United States Foreign Service. Her Majesty's Government accord the normal diplomatic privileges and immunities to any persons so appointed.
