Mr. Wigley

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make it clear to his colleagues representing other members of the EEC that the United Kingdom will not contemplate the introduction of a common European passport until the legal systems of member States, and in particular of France, are revised so as to guarantee the level of legal and human rights enjoyed by citizens of the United Kingdom.
