Mr. Wigley

asked the Lord President of the Council what is the estimated additional cost per head of United Kingdom population per week resulting from the proposals for Welsh and Scottish Assemblies contained in the White Paper, Cmnd. 6348.

Mr. Edward Short

On the basis of the £22 million per annum quoted in the White Paper, the additional weekly cost per head of United Kingdom population will be 0.76 pence. The White Paper makes clear that the cost figures it contains must be provisional at this stage.

Mr. Wigley

asked the Lord President of the Council whether the annual running costs of the Welsh and Scottish National Assemblies, detailed in Command Paper No. 6348, include the salaries and expenses of Assembly members: and, if so, what assumptions were made relative to these items.

The total annual running costs mentioned in the White Paper are only broad provisional estimates and at this stage it would be misleading to give a detailed breakdown.
