Mr. Molloy

asked the Secretary of State for the Environment what are the criteria used by his Department to uphold appeals against local authority planning committees which refuse planning permission for industrial enterprises to be carried on in private dwellings outside the areas defined for industrial use but within areas designated and acknowledged as residential areas.

Proposals for development of this kind are considered on their merits with due regard to the probable effects of the proposal on amenity, including the amenity of other houses nearby, and the desirability of preventing the loss of useful housing accommodation.
