asked the Secretary of State for the Home Department if he will take steps to allow taxis to charge fuel surcharges, in view of the rise in the price of petrol.

This would require legislation, except in London and where, as in Rochdale, local Act powers can be used for this purpose. Elsewhere fares can be charged only by byelaws. My right hon. Friend is considering the feasibility of legislation to streamline the procedures.
