asked the Secretary of State for the Environment if he will seek powers to ensure that those householders who have no mains water supply are not charged for this facility.

In general, householders who have no mains water supply are not liable to pay water rates. But before 1st April this year all ratepayers in the areas supplied by the former Higham Ferrers and Rushden and Mid-Northamptonshire Water Boards shared the cost of providing water supplies through the general rates. The Anglian Water Authority (Collection of Charges) Order 1974 has the broad effect of continuing that sharing temporarily until the water authority can make arrangements to identify premises without a mains water supply and limit its charges accordingly.
