Mr. Temple-Morris

asked the Secretary of State for the Environment (1) whether he will consider recommending the setting up of a Royal Commission to consider the whole question of local authority revenues;

(2) whether he has concluded his consideration of setting up some formal machinery of inquiry into the question of local authority revenue; and if he will announce what the machinery is to be, when it is to be set up, and when it is expected to come to a conclusion.
