What is the Northern Ireland Government's decision about the harbour and seafront development of Bangor (Co. Down) and when it will be started.

I understand that North Down Borough Council submitted proposals to the Department of Commerce on May 17, 1974, for the development at Bangor Bay of a safe yacht harbour. The proposals are being examined by the Department of Commerce as a tourist development scheme.
