asked the Secretary of State for Scotland if he will seek powers to extend the improvement grants scheme to cover replacement of lead water pipes to reduce the risk of lead poisoning.

Mr. Millan

The replacement of existing lead piping can be grant aided where the work is incidental to some other improvement or needed, in the opinion of the local authority paying the improvement grant, for the purpose of making that other improvement fully effective.
