asked the Chancellor of the Exchequer why the new income tax form is being sent exclusively to retirement pensioners.

I assume the hon. Gentleman has in mind the form "Income tax codings: National Insurance and War Widows Pensions". This has been recently sent to certain retired pensioners notifying them of a change in their coding following the recent pension up-rating. If the hon. Gentleman has another form in mind perhaps he will write to me.
